The master key for the BOLT Trailer Hitch Receiver Lock # BL7018446 will be your vehicle key that you will insert into the core and turn it. Having a master key for these would defeat the purpose of this lock being keyed to only your vehicle and would open up the possibility of someone being able to run around and unlock all of them.
You only get to key these to one key so it has to be your vehicle key and then it's permanent.

My best recommendation is the etrailer Surge Brake Coupler Lock # e98887. This lock fits into either one of the two pin holes of your coupler # 12564. This locks your latch into place so one can't disconnect it from your tow vehicle. Actually most vehicles have a steering wheel lock built into the steering column to prevent the wheel from turning when the key is off.
Also, typically when a vehicle is being flat-towed you actually want the steering wheel to be unlocked so that that vehicle tracks behind the tow vehicle properly.

The BOLT Trailer Hitch Receiver Locks like part # BL7023585 can only be coded to one ignition key. Therefore, you can't transfer it from vehicle to vehicle. This would allow anyone with the same truck to steal hitch pin lock and whatever you had attached to the trailer hitch if that were the case. The anti-lock braking system of your vehicle does not pass through to the trailer brakes when using a brake controller like the Prodigy P3 part # 90195. The brake controller "thinks" independently of the vehicle braking system and instead relies on it's inertia sensor to apply the correct amount of pressure.

When towing a vehicle on a dolly like the part # RM-2050-1 that you referenced you need the steering wheel to be locked so that around corners the dolly fenders don't hit the door or fender of the vehicle. If your steering wheel doesn't lock when the key is off you can use your seat belt to lock it.

To lock the coupler latch of the Demco Hydraulic Brake Actuator # DM8104311 you were looking at to the hitch ball on your vehicle you will need to use the coupler lock # e98887 which gets inserted into the hole on the latch shown in the included diagram.
This makes it so that the trailer coupler cannot be removed from the hitch ball, and you can do the same thing when storing the trailer that way no one can hook their vehicle up to the trailer and take it.
